## Details

Get P95 peak resource usage across specified time aggregation windows.

Returns P95 peak usage percentage per resource across time aggregation windows.
One call answers capacity questions like "what is the peak hourly/daily usage
for these devices?"

This queries the "resource_usage" measurement in InfluxDB. Device IDs correspond
to resources discovered via 'ktm resources list' (SIM: national_msisdn,
web-agent: hostname, smartphone: UUID).

Maximum recommended time range: 90 days.
